The Naval Sea Systems Command (NAVSEA) is conducting a limited competition among five selected contractors to procure up to 10,000 Vehicle-Mounted Counter Radio-Controlled Improvised Explosive Device Warfare (CREW) Spiral 2.1 Systems, along with support equipment, services, and options. These contractors—Advanced Concepts & Mission Systems, EDO Communications & Countermeasures, General Dynamics Armament Technical Products, Inc., Impact Science & Technology, and Syracuse Research Corporation—were chosen based on responses to a prior Request for Information (RFI) that identified them as uniquely capable of meeting the government's requirements. Initial procurement involved contracting with these firms under an Unusual and Compelling Urgency basis to quickly acquire, test, and evaluate prototype systems with hardware at Technology Readiness Level 7 or higher, ensuring readiness for rapid production scale. The testing outcomes from this initial phase will inform the upcoming full production contract, which NAVSEA plans to solicit through a Request for Proposal (RFP) expected to be released in late first quarter or early second quarter of government fiscal year 2007, with award anticipated in early third quarter 2007. The contract's period of performance will last approximately 12 months from award. The procurement encompasses not only the CREW systems but also ancillary needs such as engineering support, in-theater field service representatives, depot-level repair, shipping containers, spare parts, and relevant technical data. Subcontracting opportunities are available through direct engagement with the prime contractors. This contract is awarded under authority limiting competition to responsible sources capable of fulfilling critical urgent needs.
