The Naval Sea Systems Command (NAVSEA) is seeking expressions of interest from qualified manufacturers for the production of additional Multi-Functional Towed Arrays (MFTAs), a critical sensor component for the AN/SQQ-89A(V)15 Undersea Warfare Combat System. The MFTA is slated for integration as part of an upgrade to the Cruiser Modernization Program, with a production schedule calling for delivery of at least five units between October 2006 and fiscal year 2010, at an estimated cost under $2 million per array. The selected contractor will be responsible for manufacturing, assembling, testing, and delivering the arrays, along with providing contractor-furnished telemetry, slip rings, and data boxes. Government Furnished Information (drawings) and Equipment (towed array test set) will support the effort, with limited engineering services and provisioning items also included in the contract. Notably, the government does not plan to acquire fleet spares or ongoing labor support under this contract. Interested firms must submit a concise capability statement detailing their relevant manufacturing expertise, test facilities capable of handling arrays approximately 160 feet in length, and other pertinent information by the specified deadline. Responses must include contact details, firm size, experience with similar complex products, and web presence. The solicitation process is currently in the sources sought phase for market research and planning purposes, with no guarantee of contract award or solicitation issuance. All interested parties meeting the minimum requirements will be added to an interested parties list, which will be maintained on NAVSEA’s Contracts Directorate Website, where future solicitations and updates will be posted. Responses are due by April 26, 2004, and must be sent electronically, by mail, or facsimile to the designated point of contact.
