The Air Force Flight Test Center at Edwards Air Force Base plans to award a sole source firm fixed price contract to L3 Com Nova Engineering for the procurement of five dual power, lower L band, multi-mode transmitters. These transmitters, identified as Part Number HM-T2815-3S-3L1-P1K, are capable of transmitting multiple Advanced Range Telemetry waveforms and feature software-switchable power outputs at 10 and 20 watts. They must meet or exceed IRIG 106-04 telemetry spectral mask standards and incorporate Forward Error Correction/Turbo Product Code compatible with existing Hypermod demodulators currently used at Edwards AFB. The contract supports the 412th Test Wing and other Combined Test Forces and mandates that the transmitters match the form, fit, and function of existing L3 Nova Engineering equipment while adhering to ISO 9001 manufacturing standards. This sole source action follows a previous sources sought notice that resulted in only L3 Com Nova Engineering being capable of meeting the government's needs. The anticipated delivery timeframe is sixteen weeks after the order is received. The contract falls under NAICS code 334220, with a small business size standard of 750 employees. Respondents to the sources sought were requested to provide evidence of past experience, firm size, commercial availability of similar products, and capability to meet contract requirements. If no adequate responses are received by the set deadline, the government will proceed exclusively with L3 Com Nova Engineering. The procurement is managed by the Directorate of Contracting at Edwards AFB, with key points of contact identified for further inquiry.
