This Notice of Intent is not a request for proposal or quote and a solicitation will not be issued; however, all proposals received prior to the closing date of this notice shall be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be retained as Market Research. The Joint Interagency Task Force South (JIATFS) intends to issue a noncompetitive contract to Innova-Con, Incorporated to provide Cooperative Emitters (CE), Reverse Engineering and Technical Assistance to JIATFS. This procurement is for efforts and support required to design, manufacture, integrate and operate existing, new, or modified proprietary CE devices within the ARGOS, Globalstar, Iridium and GSM infrastructure. This support also includes the required training and documentation on the use of these CE devices and the dissemination of associated data to the designated end user. JIATFS has a requirement for immediate support to JIATFS J2 Cooperative Emitters mission. The applicable North American Industry Classification System Code is 334220; Size Standard is 750 Employees. In accordance with Competition in Contracting Act, 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. SUBMISSION INSTRUCTIONS: Submission of any information in response to this notice is purely voluntary. The Government assumes no financial responsibility for any costs incurred. This notice of intent to award a sole source contract is not a request for competitive proposals. However, in accordance with FAR 5.207(c)(16)(ii), all responsible sources that feel they can meet the Government's requirements detailed above may submit a capability statement which shall be considered by the agency no later than the closing date and time of this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement, and include: the Dun & Bradstreet Number (DUNS), and the Taxpayer Identification Number (TIN). All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. Responses must be in writing, by e-mail to the Chief of Contracting at jon.p.martel.civ@mail.mil. The e-mail shall contain the following subject line: Response to Notice of Intent, Cooperative Emitters. Please submit all information no later than September 3, 2014, 2:00 pm Eastern Time.
