The contract is a sole source award under the authority of 10 USC 2304(c)(1) and FAR 6.302-1, intended to procure Access Control Entry equipment from Advantor Systems Corporation to integrate with the existing Advantor base monitoring system at the Joint Communications Support Element (JCSE), MacDill Air Force Base. Advantor Systems is the sole manufacturer and proprietor of this proprietary integrated monitoring system, which is critical for safeguarding classified information in compliance with DoD security regulations. The installation involves card readers necessary to maintain the integrity and warranty of the existing intrusion detection and force protection system previously installed by Advantor at JCSE Building 861. This sole source contract excludes competitive bidding because the use of another vendor’s products would void warranties, compromise system compatibility, and potentially result in major security vulnerabilities. While this notice is not a request for competitive proposals, interested parties were invited to express their interest or capability by a specified deadline for government consideration, though the final decision to compete rests solely with the government. The contracting officer for this action is Cardin A. Crossland, with the Department of Defense's 6th Contracting Squadron managing the procurement.

The 6th Contracting Squadron intends to make an award to Advantor Systems Corporation, 12612 Challenger Pkwy, Suite 300, Orlando, FL. 32826-2700. Advantor is the manufacturer and sole proprietor of the integrated monitoring system. Interested parties may e-mail daniel.abert@us.af.mil or fax 813-828-5111, TSgt Dan Abert, not later than Friday, 27 July 2007, 11:00 a.m. EST. Per FAR Part 5.207-13(e) Fed Biz Ops Numbered Note 22 applies and is modified to read: 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within nine days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. V. DEMONSTRATION THAT THE CONTRACTOR?S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY) The Joint Communications Support Element (JCSE), building 861 requires the open process and storing of classified information. As outlined in DoD 5200.1-R, Information Security Program, Appendix G an Intrusion/Access Control System must be approved and in place to ensure all classified information is safeguarded. ADVANTOR Systems Corporation was contracted to install the first phase of the JCSE Intrusion Detection/Force Protection System for building 861. The first phase has been completed and now requires the installation of the system card readers. Advantor products are proprietary and not available from any other source. The card readers must be purchased from ADVANTOR Systems Corporation. To install any other company products would void current warranties with ADVANTOR Systems Corporation, jeopardize the JCSE Intrusion Detection/Force Protection System integrity and possibly cause a major security compromise if the products were not compatible.
