This contract, issued by the Department of Defense via DLA Aviation at Philadelphia, is for the procurement of 15 units of a countermeasure processor under NSN 7R-5865-016556369-P8. The items are designated as Critical Safety Items and Critical Application Items, requiring delivery FOB Origin. Due to the flight-critical nature of the parts and the specialized technical data involved, the government intends to negotiate with a single source under FAR 6.302-1 authority. Strict eligibility requirements are in place, mandating that offerors be government-approved sources of supply. All parts must be FAA-certified and accompanied by an FAA Form 8130-3 Airworthy Approval Tag. Distributors must provide an authorized distributor letter on the source's letterhead. Unapproved sources must submit comprehensive documentation via NAVSUP Weapon Systems Support brochures to be considered, though the government may proceed with approved sources to meet urgent fleet support needs.
