The United States Special Operations Command at MacDill Air Force Base is intending to award a sole source contract to L-3 Communications for the repair of six Secure Telephone Equipment (STE) devices. This contract will be awarded under the statutory authority that allows for non-competitive procurement when only one responsible source is available, as L-3 Communications is the sole manufacturer and authorized provider of parts and repairs for these STE devices. The STE are critical secure communication devices capable of interoperating with other secure systems such as the STU-III and FNBDT equipment, and unauthorized repairs could compromise classified information, making it essential that only certified repairs by L-3 be employed. Although this notice signals the intent to award a sole source contract, interested parties may still express their interest or capability to respond within a specified period, but the government retains discretion to proceed without competition based on responses received. The contract is contingent upon the availability of appropriated funds, and no liability for payment exists until the contracting officer confirms fund availability. The unique nature of the STE and the exclusivity of L-3 Communication’s manufacturing and repair rights, as confirmed by the National Security Agency’s STE program manager, justify the use of sole source procurement authority in this instance. The contracting officer for this procurement is Cardin A. Crossland, and the official contract solicitation number is F2VUJ07232AC01.
