Full Description

NASA/GSFC has a requirement to manufacture, test, and deliver a Solar Window Assembly (SWA) for a space-qualified optical system. The vendor shall construct one SWA and procure the components to build an additional SWA. To support this effort, the Government requires a Solar Window Assembly for the Laser Communications Relay Demonstration (LCRD) for NASAs Office of Chief Technologist and NASAs Space Communications and Navigation Office. Since the Statement of Work (SOW) contains International Traffic in Arms Regulations (ITAR) information, the SOW details cannot be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= . In order to obtain a copy of the SOW, send a copy of your Joint Certification Program (JCP) Defense Logistics Agency (DLA) certification number issued by DLA to contact@example.gov. NASA/GSFC intends to procure the services from L-3 Communications Corporation located in Wilmington, MA. L-3 Communications Corporation (Large Business) is the only responsible source with the expertise to manufacture, test, and deliver one Solar Window Assembly by late 2014 and another Solar Window Assembly by mid 2015. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. EST on February 1, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html .
