The Naval Surface Warfare Center Crane Division intends to award a firm-fixed-price contract to TICOM Geomatics for the one-time procurement of a Remote Processing Unit, part number 6000-0049, intended for use with Special Projects Aircraft. This acquisition is being conducted on a sole source basis under statutory authority 10 U.S.C. 2304(c)(1) and FAR 6.302-1 due to a lack of available technical drawings, specifications, and test procedures, which would make reverse engineering too costly and time-consuming. Because this is a sole source procurement, no formal solicitation will be posted online. However, responsible sources may still submit capability statements, proposals, or quotations directly to the point of contact at NSWC Crane. All inquiries and submissions should be directed to Ms. Kelly Goodman and must reference solicitation number N0016411RWT88.

This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting/default.aspx. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. Naval Surface Warfare Center (NSWC) Crane Division plans to enter into an FFP contract with TICOM Geomatics, 9130 Jollyville Road #300, Austin, TX. The contract will be a onetime procurement of one Remote Processing Unit (RPU), P/N 6000-0049 for the Special Projects Aircraft (SPA). This requirement will be negotiated on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the lack of detailed drawings/specifications, test procedures and test stations in addition to duplicative costs and time that would be required to reverse engineer the systems. Since this is a sole source procurement, a solicitation will not be posted to the internet. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. It is the responsibility of the offeror to submit offers to the Point of Contact (POC) at NSWC Crane. The POC for information regarding this requirement is Ms. Kelly Goodman, Code CXMN, telephone +1 (555) 000-0000, fax +1 (555) 000-0000 or send a request via e-mail (E-MAIL preferred) to contact@example.gov. Please reference the above solicitation number when responding to this notice.
