This contract involves the procurement of 15 transponder sets, specifically identified as NSN 7R-5826-016863597-RQ, with delivery FOB origin. The parts are classified as flight-critical and require prior government approval of the source due to their unique design capabilities, engineering skills, and manufacturing or repair knowledge held by the approved source(s). The government maintains data rights and technical data essential for maintaining the part's quality, which are not readily available to other sources. Any alternate suppliers must undergo a qualification process approved by the designated government engineering activity, and the approval process is typically time-consuming, potentially impacting delivery schedules. Therefore, only previously approved sources are solicited, and interested parties must submit detailed technical data and source approval information if they seek to qualify as an approved source. The procurement is conducted under a sole-source authority (FAR 6.302-1), and the government intends to negotiate directly with the approved source(s). However, other responsible sources may express their interest and capability within 45 days (or 30 days if under an existing Basic Ordering Agreement). The solicitation emphasizes the importance of technical data, standards, and documentation, which can be obtained through designated government sources such as DODSSP and ASSIST-Online. This notice does not constitute a competitive solicitation but serves to inform potential suppliers of the government's intent and the process for submitting proposals or capability statements. The contract is managed by the Naval Supply Systems Command Weapon Systems Support in Philadelphia, with contact details provided for further inquiries.
