Solicitation N0010426RU050, issued by NAVSUP Weapon Systems Support Mech, is a five-year firm-fixed-price requirements contract for the procurement of specialized rubber tiles used as Radar Absorbing Material (RAM) for U.S. Navy ships. The requirement covers four specific National Stock Numbers: 1H-5840-014645293 (1,600 EA), 1H-5840-015015592 (800 EA), 1H-5840-015015596 (4,000 EA), and 1H-5840-015015599 (2,300 EA). The period of performance is scheduled from September 24, 2026, to September 24, 2031, with delivery terms set as FOB Origin. Due to the critical nature of the design and the need for specific engineering source approval, the government intends to solicit and negotiate with a single source under FAR 6.103-1, although other responsible sources may express interest. The contract mandates strict quality and security controls, requiring the contractor to maintain ISO 9001 certification and hold a Secret security clearance as specified in DD Form 254. Technical Data Packages for each item outline rigorous manufacturing and testing requirements, including 100% electrical testing and specific visual inspection procedures. Packaging must comply with MIL-STD-2073-1 and MIL-STD-129, with domestic shipments at Level B and surface overseas shipments at Level A. Award will be based on a best-value determination, where past performance is weighted as more important than price. Proposals are due by August 25, 2026, and must include firm-fixed pricing for each year of the base period.
