The U.S. Air Force determined that these capabilities are a functional requirement for the BCS-M system. Most of the BCS-M data conversion interfaces and drivers operate in a Windows NT environment; however, the Mission Correlator/Tracker/Combiner interface is a LINUX based system. Formation, Inc., is the only manufacturer producing a DADR System that records, archives and re-plays both voice and radar data. It is also fully compatible with the existing processing equipment and operates in a Windows NT/ LINUX environment. Formation, Inc. is the only known vendor with the capability of supplying the requirements to fulfill this requirement. Award is expected 30 September 2004. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotes. However, the Government will consider all information received by 17 September 2004 1530 EST. A determination by the government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The government will not pay for any information received. Facsimile proposals are acceptable. For information contact Amanda Ankerman, Code 2.5.1.2.3.5, Telephone (301) 995-8672, FAX (301) 995-8670 or via e-mail: Amanda.Ankerman@navy.mil

NAWCAD WOLF Identification Systems Technical Management Support Services RFO
Solicitation # N0042126R1023
Solicitation N0042126R1023 is a small business set-aside request for proposal issued by the Naval Air Warfare Center Air Division for Identification Systems Technical Management Support Services at the Webster Outlying Field. This firm-fixed-price level of effort task order, managed under the SeaPort-NxG Multiple Award Contract, covers a five-year period of performance consisting of one base year and four option years. The requirement specifies a total of 430,070 direct labor hours to support the organic Lead Systems Integrator model across four core technical areas: technical management, budget execution and N-ERP support, material procurement, and data management, as well as graphics, media, and communications support for various major defense acquisition programs. The contract requires a hybrid work model with a mandate for three days of on-site performance per week at Patuxent River or St. Inigoes, Maryland. Award decisions are based on a non-price rating system where technical capabilities, evaluated through a sample task and key personnel resumes, and past performance are used to determine a highest evaluated threshold, with price serving as the final deciding factor among equal ratings. Contractors must comply with strict security standards, including NISPOM and CMMC requirements, and utilize the Wide Area WorkFlow system for electronic invoicing. Deliverables are managed through a formal Contract Data Requirements List, and performance is monitored via a systematic Contract Surveillance Plan and CPARS evaluations.
