The U.S. Navy’s NAVSUP Weapon Systems Support in Mechanicsburg, Pennsylvania, intends to award a sole-source contract to Northrop Grumman Systems Corporation for the repair of a digital I/O component identified by NIIN 7H-5895-014713192 and part number 100H421G01, used in submarine atmospheric control systems. This item is critical to operational readiness and has no alternative sources due to proprietary design, data rights restrictions, and the fact that Northrop Grumman is the original equipment manufacturer with exclusive authority to produce or repair the part; the government holds no data rights to enable competition. The contract will cover 15 units to be delivered to two locations: New Cumberland, Pennsylvania, and Tracy, California, under DLA distribution channels. The procurement is conducted under emergency acquisition authority and is not subject to standard commercial item acquisition policies under FAR Part 12, instead following FAR Part 15 negotiated procedures. The contract duration is one year, with UID labeling and Buy American Act requirements applying, and options may be added. The solicitation will be issued electronically via NECO with a proposed release date of July 30, 2026, and responses due by August 31, 2026, leading to an anticipated award on September 15, 2026. All interested parties must submit capability statements directly to the contracting officer by email, and no hard copies or phone inquiries will be accepted. This procurement is classified as an emergency requirement and is not set aside for small businesses.
