The contract involves the procurement of three circuit card assemblies identified by NSN 1R-5998-015180187-V2, intended for GE Aviation Systems in Bohemia, New York. The delivery terms specify FOB Origin. This procurement action is planned as a sole-source negotiation rather than a competitive bidding process, although interested parties may express interest or submit quotes prior to the award date. Any decision by the government to bypass competition is at its sole discretion and will be based on responses received; however, the primary intention is to determine whether competitive procurement is feasible. The contract clarifies that the part's design is currently unstable, characterized by low process yields and marginal performance, necessitating major design changes that will render the current configuration obsolete. As a result, only limited acquisition from the existing source is expected until the new design is finalized. This initiative falls under the Department of Defense's Navsup Weapon Systems Support office, located in Philadelphia, PA, and is listed as a presolicitation as of September 2010. The overall purpose is to address the technical challenges in the component while maintaining supply continuity during the design transition.
