Solicitation NO0104-26-Q-YAGM, issued by NAVSUP Weapon Systems Support Mechanicsburg, is a fixed-price request for quotations for the teardown, evaluation, repair, and modification of one circuit card assembly, NSN 5998-01-024-7844. This is a Level 1 item that must be acquired from approved sources. Because the government does not own the technical data and reverse engineering is deemed uneconomical, the requirement is intended to be solicited from a single source under FAR 6.302-1, although other responsible sources may submit capabilities within the specified timeframe. Award will be made to a technically acceptable offeror based on a best-value determination, with past performance weighted as more important than price. The contractor must adhere to strict quality and technical standards, including ISO 9001 or SAE AS9100 for quality management and ANSI/ESD S20.20 for electrostatic discharge control. Inspection and acceptance will occur at the origin. Packaging must comply with MIL-STD-2073-1 and MIL-STD-129, with specific requirements for DLR labeling and palletization per MIL-STD-147. Offerors who are not the Original Equipment Manufacturer must provide a signed letter of authorization from the OEM. Proposals must be submitted to Helen Carmelo and include CMMC unique identifiers and a cost proposal reflecting actual incurred costs. Invoicing is to be processed through the Wide Area Workflow system.
