The contract involves the Common Display System (CDS) Program Competition Library, established as a follow-up to the Industry Day held on June 11, 2011. It provides eligible parties access to Technical Data Packages (TDP) for two CDS configurations, Variant A and Variant B, along with Government-Furnished Information (GFI). Interested companies must request access by submitting a completed DD Form 254, demonstrating they possess a Defense Security Service (DSS) issued SECRET facility clearance and the capability to handle SECRET personnel clearances and safeguarding. The Government will not sponsor new or upgraded clearances. Once approved, the requesting company receives a "Terms of Use" letter, which must be signed and returned before gaining access to the Competition Library on CD-ROM. The process for clarifications is strictly managed through electronic submissions of questions, which must follow a provided format and be sent directly to the designated Contract Specialist, with copies to the Contracting Officer.
