The US Army Medical Research Acquisition Activity intends to award a sole source contract to Applied Biophysics, Inc. for the supply of custom fluidic biochips designed specifically for use with the Environmental Sentinel Biomonitoring System (ESB) at the Walter Reed Army Institute of Research. These biochips represent proprietary technology developed through a Small Business Technology Transfer (STTR) program involving Agave Biosystems and the US Army Center for Environmental Health Research (USACEHR). Having been rigorously tested by USACEHR personnel, these chips are uniquely compatible with the ESB platform, and awarding the contract to any other source would cause significant delays in the program. This procurement will proceed under the FAR 6.302-1 provision for other than full and open competition, as only one responsible source is capable of meeting the Agency's requirements. Although the notice is not a request for competitive quotes, other responsible sources may submit capability statements or proposals within 15 days of the announcement, demonstrating their ability to satisfy government needs and support competition. Following this period, a solicitation will be posted for a limited three-day window. The contract is identified under solicitation number W81XWH-09-T-0574, with communications directed to the specified government point of contact.
