The Naval Air Warfare Center Aircraft Division in Lakehurst, New Jersey, intends to enter into a non-competitive contract with Textron Systems for the procurement of ECP 598 installation and check spares. This acquisition involves fifteen units each of nineteen unique electrical components, including various circuit card assemblies, relays, and converters, designed for the Servocylinder Test Station Electronic Control Console. These parts are essential for supporting USN/USMC requirements as well as Foreign Military Sales for Canada, Switzerland, Australia, Spain, Kuwait, and Malaysia. The government is pursuing a sole-source procurement under the authority of 10 USC 2304 (c) (1) and FAR 6.302-1 because it does not possess the necessary data, drawings, or specifications to allow for full and open competition. While the government intends to negotiate with Textron Systems, it has invited other responsible sources to submit written proposals within 15 days of publication to determine if a competitive procurement is feasible. The final decision to open the requirement to competition remains at the sole discretion of the government.
