The U.S. Army Mission & Installation Contracting Command Center in Yuma, Arizona, intends to award a firm fixed price contract on a sole source basis to National Instrumentation, located in Austin, Texas, for various replacement module equipment. This procurement involves the CompactRIO modular data acquisition system, which National Instrumentation exclusively produces and which is currently in use at Yuma Proving Grounds. Due to proprietary data rights held by National Instrumentation and the necessity for compatibility with existing modules at the Yuma Test Center, competition is deemed not feasible. The contract falls under NAICS code 334119, and purchases will be made pursuant to the Federal Acquisition Regulation governing commercial items. Interested firms who believe they can meet the government's technical requirements are invited to submit relevant technical literature by a specified deadline; however, this is not a solicitation for competitive quotations. The procurement seeks to ensure the replacement equipment matches the existing modules in fit, form, and function. All inquiries should reference the solicitation number and be sent by fax. Potential vendors are advised to conduct their own research to protect proprietary information, as the contract involves sensitive and proprietary technology integral to current operations at the Yuma Proving Grounds.

The Mission and Installation Contracting Command - Yuma Proving Ground is conducting market research to support the procurement of infrastructure maintenance and support subscription services for the ASTRO 25 Land Mobile Radio (LMR) network at Yuma Proving Ground, Arizona. The government intends to award a Firm-Fixed Price contract on a sole-source basis to Motorola Solutions, Inc. due to the proprietary nature of the P25 digital system and the need for Original Equipment Manufacturer resources to ensure compliance with Department of Defense Instruction 8500 Information Assurance requirements. The scope of work includes 24/7/365 remote technical support, OEM-level diagnostics, advanced repair and return services for proprietary components, and the delivery of System Upgrade Agreement II updates to maintain cybersecurity and network operations. The requirement is classified under NAICS code 811210 for Communication Equipment Repair and Maintenance Services. Key deliverables include quarterly STIG updates, an integrated vulnerability scanning hardware solution with remediation services, and the appointment of a Program Manager and Alternate Manager. Performance standards are based on ISO 9001 and TL 9000, with quality measured against a Performance Requirements Summary. While the government is currently seeking capability statements from the small business community to determine if competition is viable, the current intent remains a sole-source award to the OEM to mitigate risks associated with aging hardware and proprietary software configuration.
