The U.S. Geological Survey's Pacific Coastal & Marine Science Center seeks to procure two GeoEel A/D module streamers from Geometrics, located in San Jose, California, through a noncompetitive award in accordance with federal acquisition regulations. These streamer sections are integral components of the specialized GeoEel cable system, equipped with hydrophones to record seismic signals underwater. Each 25-125 meter cable segment detects analog seismic data, which is converted to digital signals via the A/D and repeater modules that also provide structural support. The new modules will replace and connect to an existing GeoEel cable, effectively extending the length of the seismic array. Given the proprietary nature of these components, no alternative modules are compatible for this extension. While the contract is planned to be awarded noncompetitively, the government invites other qualified suppliers to submit capability statements by the closing date to assess the possibility of competition. This notice serves as the sole formal communication regarding this procurement; however, any responsible parties responding on time must be considered. The acquisition falls under NAICS code 334519 and is managed by the Office of Acquisition and Grants-National within the Department of the Interior. The primary place of administration is in Reston, Virginia.

Full Description

The USGS, Pacific Coastal & Marine Science Center has a requirement for Quantity (2) GeoEel A/D module streamers. The Government intends to award this requirement noncompetitively IAW FAR 12 and 13.106-1(b)(1) to Geometrics of San Jose, CA. Both streamer sections are part of a specialized cable, called a GeoEel, which is fitted with hydrophones and placed underwater to record seismic signals. The cable array is a series of 25-125m sections that detect analog seismic signals. Each section is connected via A/D modules and repeater modules, which act as strength members and as analog-to-digital converters. The items for procurement will replace and be attached to a GeoEel section currently in use and will allow for an extension of the overall length of the cable array. As these are proprietary, there are no other moduels that can be fit together for this extension. Other interested concerns having the ability to furnish these supplies shall submit a capabilities statement to the Contract Specialist no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. This is NOT an RFQ. This does represent the Government's only written notice of this procurement. All responsible sources may submit a response which, if timely received, must be considered by the agency.

D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
