The Naval Air Systems Command Headquarters Division plans to award a sole source firm fixed price purchase order to Honeywell International Inc. Defense and Space Electronic Systems for the procurement, management, and storage of approximately 520 Low Voltage Deep Sync FIFO devices. These components are critical to sustaining the Advanced Multi-Purpose Display (AMPD) and Advanced Multi-Purpose Color Display (AMPCD) systems within the Advanced Mission Computer and Displays (AMC&D) system used on F/A-18 aircraft. Since these components are becoming obsolete and no alternative parts meet the required form, fit, and function, a life of type buy is necessary to ensure continuous retrofit production and repair support. Honeywell, being the Original Equipment Manufacturer and designated repair facility for the AMPD and AMPCD, is uniquely qualified to fulfill this requirement. The items will be delivered to and stored at Honeywell’s facility in Albuquerque, New Mexico, in an environment suitable for electronic components. This acquisition is justified on a sole source basis under the authority of 10 U.S.C. 2304(c)(1) and Federal Acquisition Regulation 6.302-1, which permits contracting without competition when only one responsible source is available to satisfy the government's needs. The contract supports lifecycle management and protects the production capability for these avionics systems, which are essential to the Navy’s F/A-18 operational readiness.

The Naval Air Systems Command Headquarters Division, Patuxent River, MD intends to award a Sole Source Firm Fixed Price Purchase Order using Simplified Acquisition Procedures to Honeywell International Inc. Defense and Space Electronic Systems, Albuquerque, NM for the procurement, management, and storage of an estimated quantity of 520 Low Voltage Deep Sync FIFO devices (P/N: CU7C4285-15ASI). The items will deliver and ship in place at the contractor's facility, Albuquerque, NM and be stored in a facility appropriate for electronic devices. The Air Combat Electronics Program Office (PMA209) has a requirement to protect production and repair capability of the Advanced Multi-Purpose Display (AMPD) and Advanced Multi-Purpose Color Display (AMPCD) which is part of the Advanced Mission Computer and Displays (AMC&D) system for F/A-18 aircraft. This commercial component of the AMPD and AMPCD is going obsolete. The requirement to protect retrofit production and repair support necessitates the procurement of a life of type buy for the Low Voltage Deep Sync FIFO devices, along with the management and storage of the parts throughout production and lifecycle support. There are no other known parts that meet form, fit, function replacement requirements. Honeywell is the Original Equipment Manufacturer (OEM) of the AMPD and AMPCD as well as the designated repair facility, and as such is the only source capable of procuring, managing and storing these parts to protect retrofit production and life-cycle support of the AMPD and AMPCD. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."

Solicitation # N00019-26-RFPREQ-WPM281-0281
Naval Air Systems Command (NAVAIR), through PMX-281, is conducting market research via a Sources Sought Notice to identify capable providers for IT strategy, software modernization, and digital decision intelligence advisory subscriptions. The government intends to satisfy this requirement through an existing DoD Enterprise Software Initiative (ESI) Blanket Purchase Agreement (BPA) and is specifically evaluating whether there are sufficient small business BPA holders or authorized resellers to support a small business set-aside. The scope of work involves providing software engineering and decision intelligence tools, including digital platforms and benchmark data, alongside objective advisory and consulting services to support AI integration and enterprise software architecture for United States Naval Aviation. Key deliverables include one Team Leader license, five Executive Member licenses, five Advisory Member licenses, and on-demand specialized consulting services. Technical requirements specify that software platforms must meet DoD Cloud Computing Security Requirements Guide impact levels, such as FedRAMP Moderate or DoD IL4/IL5. Additionally, personnel providing advisory services must be eligible for Top Secret (SCI) clearances, and all providers must comply with DD Form 254 industrial security requirements and ITAR/EAR export controls. Interested parties must submit a structured capability statement not exceeding eight pages by November 4, 2026, detailing their BPA status, socioeconomic designations, and technical conformance.

MH-60R Airborne Low Frequency Sonar (ALFS) Weapon Replaceable Assemblies (WRA) Support and Sustainment
Solicitation # N0001926RFPREQAPM2990566
The Naval Air Systems Command intends to negotiate multiple sole-source orders with Thales Defense and Security, Inc. under a Basic Ordering Agreement spanning fiscal years 2027 through 2031. This agreement supports the AN/AQS-22 Airborne Low Frequency Sonar system for the MH-60R Multi-Mission Helicopter, covering product support, development, sustaining engineering, repairs, spares, and logistical services. The scope specifically focuses on Weapon Replaceable Assemblies, including the Transducer Assembly, Reeling Machine, and associated control and interface units, to mitigate obsolescence for the U.S. Navy and Foreign Military Sales customers. The first planned task order under this agreement involves a sustaining engineering evaluation of three Government Furnished Equipment Specialized Test Equipment benches. Thales Defense and Security, Inc. is identified as the sole source for this requirement because it is the U.S. subsidiary of the original designer and manufacturer, possessing the proprietary technical data, source code, and domestic facilities necessary to perform the work. While the government is pursuing a sole-source award, it is currently seeking capability statements from other responsible sources to verify market capabilities.
