The contract involves the Government's intent to award a sole source purchase order to Honeywell Inc. DBA Honeywell Direct for software and equipment related to the Honeywell R7044E and R7044D Direct Digital Control (DDC) systems. These products provide material support and updates essential for the existing Energy Management and Control Systems (EMCS) at Offutt Air Force Base. Due to compatibility requirements, the EMCS system can only interface directly with Honeywell’s specific DDC systems, necessitating a sole source procurement under FAR Subpart 6.302-1, bypassing full and open competition. The 55th Contracting Squadron plans to issue this purchase order without seeking competitive quotations. The contract is managed by the Department of Defense at Offutt AFB, Nebraska, with Stacy D. Mazurek serving as the primary point of contact for any inquiries. This notice serves solely to inform interested parties of the planned award and not as a request for proposals or quotes. The decision reflects the technical constraints of the existing infrastructure and ensures continued support and functionality of the EMCS at the facility.
