The Mission Installation Contracting Command at Fort Lee plans to award a sole-source, firm-fixed-price contract to Siemens Industry, Inc. for the BAQnet Interface Control project. This contract entails removing the existing BACnet interface controls from a packaged Carrier heat pump at Bull Dental and installing Siemens Direct Digital Controls (DDC) on the unit. The new control system will include an expanded I/O TEC mounted above the ceiling, connected to various temperature sensors and outputs for compressor and electric heat stages. It will manage outside air dampers and power exhaust fans in economizer mode, employing a control strategy to maintain space temperature and reduce humidity by coordinating first-stage cooling and electric heat. A new graphic interface will also be developed for the heat pump on the Insight platform. The project falls under the NAICS code 334512, which covers building services monitoring controls and automatic manufacturing. This contract is a non-competitive acquisition justified by 10 U.S.C. 2304(c)(1), as the necessary equipment and services are available from only Siemens Industry, Inc., which meets the agency’s requirements. Interested parties must submit written evidence of their capability to provide the services within five business days, but competition is unlikely as the government retains full discretion to proceed with a sole-source award. All communications regarding this procurement should be directed to the contracting specialist, Mr. Waun A. Priest, at Fort Lee, VA.
