This announcement constitutes a Sources Sought Synopsis. This is NOT a Request for Proposal. The following information is provided to assist the Naval Air Systems Command (NAVAIR) in conducting a market research of industry to identify potential contractors who have the skills, experience, qualifications, and knowledge required to successfully support a Replacement of the Tempest High Level Detection System (HLDS). The Required Salient Characteristics For The Replacement Of The Tempest High Level Detection System (Hlds) Or Equal are as follows: General Description: The HLDS shall be designed to detect low levels of modulation (both AM, FM and Vector Modulations; add-ons, and future upgrades to include Virtual Modulation [VirtM] capabilities) in the output of emitters operating from DC to 2 GHz. The modulation components may then be displayed as a video signal, or applied through an internal audio amplifier to a headset, oscilloscope, or spectrum analyzer. The equipment is intended for use connected directly to an RF source, and is capable of being used at power levels of up to 5 watts continuously; 100 watts maximum with the use of external attenuators. The HLDS shall be a self-contained unit within a shielded case. The case in turn shall be designed to be self-standing, or rack-mounted in a 19-inch rack, which may be used on a test bench or in a field application. Either 115Vac/60Hz, or 220 Vac/50Hz shall power the HLDS. Functional Use: The HLDS shall provide a means of detecting and displaying (visually or aurally) low-level amplitude, frequency, or vector modulation components on the RF output of a radio transmitter. Any detected modulation components are amplified, as necessary, and applied to an oscilloscope or spectrum analyzer for visual observation. The output may also be applied as an audio signal to suitable external monitoring or recording equipment if desired. Interface Requirements: There shall be a front panel jack(s) on the HLDS for IF, Video and aural monitoring: * Interface to external test instruments, i.e., oscilloscopes, spectrum analyzers, etc. * IF Path Jumper for injecting an external test IF. - Headset jack for aural monitoring. Companies interested in responding to this request for information should mail the following: a company pamphlet, brochure, or short statement of the company's abilities/history with this type of service, the name and telephone number of a company representative that can be contacted, and the company's address. Once responses are received, interested parties may be requested to provide a presentation to further describe their capabilities. Solicitation N0042126R1023 is a small business set-aside request for proposal issued by the Naval Air Warfare Center Air Division for Identification Systems Technical Management Support Services at the Webster Outlying Field. This firm-fixed-price level of effort task order, managed under the SeaPort-NxG Multiple Award Contract, covers a five-year period of performance consisting of one base year and four option years.
