The contract seeks contractors to provide labor, materials, and facilities necessary to evaluate, repair, and/or modify two units of the RF Electrical Assembly identified by NSN 7G-5998-015234850. The delivery terms are FOB origin, with the items issued to Cubic Defense Applications Inc. in San Diego, CA. The government explicitly excludes offers for remanufactured, surplus, or new procurement acquisitions, indicating that only repair or modification services for existing stock are acceptable. Importantly, the government does not possess ownership or rights to data required for purchasing or contracting repairs from additional sources, and acquiring such data or rights or attempting to reverse engineer the part has been deemed uneconomical. Consequently, contractors must perform the required work without these data rights. The contract includes a clause for an option to increase quantity as per FAR 52.217-6. This acquisition will be solicited as a sole-source procurement under FAR 6.302-1, though the government invites all responsible sources to express interest and submit proposals or capability statements within 45 days of notice. The award depends on meeting specific qualification requirements described in FAR 52.209-1. The government is not utilizing FAR Part 12 policies on commercial items, but still solicits input on potential commercial item availability within 15 days. Documentation and standards relevant to the contract, such as Military Specifications, Qualified Products Lists, and Military Handbooks, can be accessed through the DoD Single Stock Point or online via ASSIST-Online.
