The contract involves the procurement of a single unit of a sensing input board, identified by NSN 7H-5998-016010652, with technical data package version 001, to be delivered FOB origin to Triman Industries Inc. in Morristown, New Jersey. This action is a notice of intent rather than a request for competitive bids, as the Government plans to negotiate exclusively with one source under FAR 6.302-1, due to the unique technical data rights and economic impracticality associated with acquiring or reverse engineering the data. Although other interested parties may express their interest and submit quotes or proposals within specified timeframes, the Government retains full discretion on whether to open the procurement to competition or proceed with a sole-source award. The solicitation is issued by the Department of Defense’s Navsup Weapon Systems Support Mech office in Mechanicsburg, Pennsylvania, with contact provided for further inquiries. Potential suppliers can access relevant military and federal specifications through DODSSP or ASSIST-Online, although certain documents like patterns or drawings are not stocked there. The Government’s decision not to treat this procurement under the acquisition of commercial items policy indicates a tailored requirement. Responses from other sources will mainly serve to determine if a competitive procurement is warranted, but the Government primarily seeks to negotiate with the identified single source based on market research and technical constraints.
