The Government plans to award a sole source purchase order to Protogate Inc. for extended warranty support on the Air and Missile Defense Operational Test Suite (AMDOTS) Remote Monitoring Units (RMU). This procurement will be conducted without full and open competition under specific regulatory authority, as Protogate is the only responsible source capable of meeting the agency's requirements. Protogate has over 25 years of specialized experience in legacy and specialty protocol development, possessing an extensive proprietary library that includes more than 100 protocols essential to the AMDOTS program. Their Freeway servers, which support multiple protocols simultaneously, are already integrated into the AMDOTS infrastructure with 24 units deployed in previous fiscal years. No other vendors can provide the necessary warranty support due to the proprietary nature of Protogate’s software and hardware, which cannot be duplicated or maintained by others. Efforts to identify alternative sources have been unsuccessful, largely due to copyright restrictions and the unique design and manufacturing data that Protogate exclusively holds. The purchase order will be executed through the 55th Contracting Squadron at Offutt Air Force Base, Nebraska, with Jonathan K. Jones serving as the primary contract specialist contact. Questions about the procurement may be directed to him via email or facsimile.

Notice of Intent to award a Sole Source Procurement. The Government intends to issue a sole source purchase order for an Extended Warranty Support on the Air and Missile Defense Operational Test Suite (AMDOTS) Remote Monitoring Units (RMU) from Protogate Inc., 12225 World Trade Drive, Suite R, San Diego, CA 92128. The 55th Contracting Squadron intends to award a purchase order by other than full and open competition in accordance with Subpart 6.302-1 (a)(2)(ii). Only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive proposals. A determination not to compete this proposed procurement was made because with over 25 years of legacy and specialty protocol experience, Protogate's employees have developed one of the industry's most unique and extensive protocol libraries. Over 100 legacy and specialty protocols are available for use on Freeway servers, including MILSTD 1200, MILSTAR, MILSTD 1300B, Asynchronous Wire Service (AWS), and a wide variety of military and radar protocols required by the AMDOTS Program. A single Freeway can accommodate multiple protocols with a different protocol running on each communications board in the enclosure. Additionally the Protogate Freeway Server is already an existing part of the AMDOTS program as 24 were deployed to the field in FY06. Protogate Inc. is the only company that is qualified to produce this item and their serial data cards and associated software are proprietary. This software cannot be readily duplicated and/or maintained by any other vendor. USSTRATCOM J65 has made efforts to research additional sources for similar items but none were available due to copyright laws. No other source met all requirements. Protogate is the only responsible source with the necessary design, manufacturing, production, and process data capable of providing an extended warranty that meets the minimum requirements for form, fit, and function of the AMDOTS RMU. This corporate knowledge can only be provided by Protogate Inc. and cannot be acquired elsewhere.Questions should be directed to Jonathan Jones in writing via email to: jonathan.jones@offutt.af.mil or via facsimile at (402) 294-7280.
