59 -- Sole Source - Procure 25 string insulator assemblies

The Department of the Navy, Space and Naval Warfare Systems Center (SPAWARSYSYCEN) San Diego intends to solicit and award a Firm-Fixed-Price contract for supplies to Austin Insulators via Canadian Commercial Corporation, 50 O'Connor St., Suite 1100, Ottawa, ON Canada on a sole source basis. This action will procure 25 string insulator assemblies, each containing 10 compression post insulators and their associated articulating hardware, and composite spoke insulators for the north array at VLF Cutler. Austin Insulators is the manufacturer of the insulators already in place for the south array at VLF Cutler. The insulators for the north array must be compatible with the insulators on the south array. This notice of intent is not a request for competitive proposals or quotes. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Authority for other-than-full and open competition is 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The use of any other source for this acquisition would result in the duplication of cost and time to develop and test new insulators which would result in substantial added cost that is not expected to be recovered through competition. The applicable North American Industry Classification System (NAICS) Code is 335932; the size standard is 500 employees. The anticipated period of performance will be approximately one year with a total estimated value of $3,045,000. Numbered note 22 applies.
