The U.S. Environmental Protection Agency plans to negotiate a sole-source fixed-price requirements contract with General Atomics Electronic Systems, Inc. for the procurement of eleven specific spare parts and hardware components essential to the RadNet Fixed Monitor System. This system uses proprietary software and specialized analytical equipment designed for environmental monitoring. The parts requested, including various assemblies, boards, panels, and converters, are unique to this system and have been determined by prior market research and sources sought notices to be unavailable from any other supplier, justifying the sole-source negotiation under applicable federal acquisition regulations. Potential vendors are invited to submit written capability statements outlining their qualifications, proposed parts and services, and itemized pricing to allow the EPA to assess the possibility of competitive procurement, though this solicitation is not a request for proposals. Responses must be submitted within 15 days of the notice's posting and only in writing via email. The EPA will decide whether to proceed with a competitive process or award the contract solely to General Atomics based on these submissions. The contract falls under NAICS code 334519, with a small business size standard of 500 employees, and will be administered by the Information Technology Acquisition Division of the EPA.
