AI Contract Overview
The Navy’s Fleet Logistics Center Puget Sound is soliciting a sole-source firm fixed-price contract for a set of specialized adapter cable components, including shielding, conduit fittings, connectors, plugs, backsheets, and adapters, all of which are exclusively manufactured by Glenair Inc. due to their proprietary design and incompatibility with competing products. These items are direct replacements for equipment installed aboard the USS HIGGINS, necessitating the use of original Glenair parts to ensure system integrity and interoperability. The solicitation is structured as a total small business set-aside under NAICS code 335931 with a 600-employee size standard, and only small business entities may respond. While the procurement is currently non-competitive due to the brand-name requirement, interested parties may submit capabilities statements for potential reconsideration toward a competitive process at the government’s discretion. Pricing will be evaluated for reasonableness alongside past performance as part of the responsibility determination. Deliverables are to be shipped to Yokosuka, Japan, with inspection and acceptance performed there by the Government, while contract administration is managed from Bremerton, Washington. All items must comply with MIL-STD-129 and MIL-STD-130 for unique item identification using Data Matrix symbology per ISO/IEC 16022 ECC 200, and must be packaged to withstand allmodes of transport without repackaging, adhering to ASTM-D-3951 marking standards and strict prohibitions on hygroscopic materials. Wood packaging must be heat-treated and ALSC-certified. Invoicing is mandated through the Wide Area Workflow system in accordance with DFARS requirements, and payment will be made electronically. The contract will be awarded no earlier than August 2026, with proposals due by July 31, 2026 through SAM.gov and WAWF. All offerors must be registered in SAM, provide their UEI and CAGE codes, and comply with all incorporated FAR and DFARS clauses, including those related to child labor, human trafficking, equal opportunity, and prohibitions on contracting with inverted domestic corporations or entities linked to the Maduro regime or Xinjiang forced labor. No additional special requirements, options, or organizational conflict provisions are specified beyond these standard and compliance-driven terms.
