Notice of Non-Competitive Action: This contract action was awarded on a sole-source basis to the incumbent contractor, AT&T Corp. The rationale for this non-competitive action, executed under the authority of FAR 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services, is that only the incumbent possesses the requisite proprietary data rights, software access, and highly specialized engineering knowledge required to seamlessly integrate the Government-furnished Nokia 5G Radio Access Network (RAN) components into the existing proprietary testbed architecture. Utilizing any other source would result in unacceptable delays and substantial duplication of cost.


This contract action was awarded as a Firm-Fixed-Price (FFP) modification.
