Contract Overview
Solicitation details, issuing organization, response deadlines, documents, and interested companies for this government contract opportunity.
AI Contract Overview
The U.S. Air Force Research Laboratory is proposing a sole-source contract for annual maintenance of a 5G Software Stack originally acquired from Radisys Corporation in August 2022, with no intention to open the procurement to competition. The maintenance covers three specific Radisys software components identified by part numbers 1000674-01, 1000674-02, and 1000678-01, all tied to 5G NR standalone Sub6GHz infrastructure using Intel hardware and FlexRAN technology, with billing handled under part number P48-MT-5G. The government has determined that no other vendor’s products can meet its technical requirements, and since Radisys does not utilize resellers or partners, continued support must come exclusively from the original supplier. The action falls under NAICS code 513210 for software publishers, with a small business revenue threshold of $47 million, though no set-aside is planned. While this is not a solicitation and no contract will result directly from responses, any responsible source may submit a capability statement by July 22, 2026, to provide evidence that competition would benefit future procurements. The government retains full discretion to proceed with sole-source award regardless of submissions. The anticipated contract award is on or before August 31, 2026, and all inquiries must be directed to Brooke McDonald at the specified email address.

Full Description
This is a Notice of Proposed Contract Action under RFO Part 12 Acquisition of Commercial Products and Commercial Services. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 513210 (Software Publishers) with a small business size standard of $47,000,000 in average annual revenue.
The Government requires procurement of 5G Software Stack Annual Maintenance for a base and two option years, and intends to negotiate a sole-source contract for this requirement with Radisys Corporation, 8900 NE Walker Rd Suite 130, Hillsboro, OR 97006. The applicable Radisys Corporation part numbers and associated descriptions for the required annual maintenance are as follows:
1. 1000674-01 – 5GNR SA Intel Sub6Ghz CU
2. 1000674-02 – 5GNR SA Intel Sub6Ghz DU Intel CL
3. 1000678-01 – L1 High Sub6GHz on Intel (FlexRAN 5G)
Billing Part Number (BPN): P48-MT-5G
The Government has determined that other companies’ products and services do not meet or cannot be modified to meet the Government’s needs. In August 2022 an initial software license to meet the Government’s requirements was purchased from Radisys Corporation on a sole-source basis. The annual maintenance being procured under this current effort is for the software that was previously purchased from Radisys Corporation in August of 2022. To the extent that the software license itself was
purchased from Radisys Corporation on a sole-source basis, so too can the annual maintenance for the software only be purchased from Radisys Corporation on a sole-source basis. Interchanges with Radisys Corporation have yielded that they do not maintain a network of resellers or partners for their products. Accordingly, as aforementioned, the Government intends to make a sole-source award to them for this requirement.
This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. All inquiries should be sent by email to brooke.mcdonald@us.af.mil. Responses must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
Responses received will be evaluated. However, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 31 August 2026.
