The Department of Veterans Affairs in Augusta, Georgia, is considering awarding a sole source contract to Comcast for the maintenance of twelve strands of leased dark fiber connecting two divisions of the Charlie Norwood VA Medical Center (CNVAMC). The fiber runs approximately three miles between Building 110 on Wrightsboro Road and Building 801 on 15th Street. This leased fiber facilitates two-way video, voice, and data communication between the uptown and downtown CNVAMC locations. Comcast, the current service provider, will be responsible for providing all necessary resources to maintain and service the leased fiber while the medical center will retain control over the communications passing through it. The notice seeks to identify other potential capable providers by inviting interested parties to submit technical data demonstrating their ability to meet the requirements, although this is not a solicitation for competitive proposals. The acquisition falls under NAICS code 517110, with no set aside restrictions, and the government will use the responses to determine whether to pursue competition or award the contract as a sole source. The solicitation emphasizes the importance of scalability of the fiber services to accommodate the medical center’s increasing needs across both locations. Responses are requested by December 3, 2012, and the process is conducted under simplified acquisition procedures without a commitment to award, allowing the government to assess small business participation and the best acquisition approach.
