Solicitation AT25-0006 is a subcontracting opportunity with Adams and Associates, Inc. for comprehensive mold remediation at Theatre Building 1086 of the Atterbury Job Corps Center in Edinburgh, Indiana. The project was initiated following a sprinkler system failure that caused significant water damage. The scope of work requires the remediation of the entire building, including cleaning visible mold from CMU walls, concrete floors, and vinyl tiles, as well as the removal and replacement of affected drywall, gypsum wallboard, and acoustical tile ceiling finishes. Additionally, the contractor must clean or replace damaged theater seating cushions and perform dehumidification to maintain humidity levels at or below 50 percent. All work must adhere to ANSI/IICRC S520 standards, EPA guidelines, OSHA regulations, and the findings of the Micro Air Inc. Mold Testing report dated April 11, 2024. The contract is a single lump sum award based on best value, with evaluation weights distributed across price (60 points), quality (20 points), past performance (10 points), and schedule (10 points). Key requirements include the provision of a Certified Industrial Hygienist for verification and final clearance, a detailed remediation plan featuring HEPA filtration and negative air pressure, and compliance with Davis-Bacon Act wage determinations. The California Department of Conservation (Department or DOC) requires the services of a business with the resources, experience, and abilities to remediate physical safety hazards associated with 65 abandoned mine features in Mojave National Preserve (MOJA) in San Bernardino County. Please note this is a Public Works Invitation for Bid.
Key Bidder Minimum Qualifications:
Possess a current and active California General Contractor License. Be registered with the California Department of Industrial Relations. Possess a current, signed Mine Safety and Health Administration (MSHA) Form 5000-23 for the onsite job foreman. Be able to provide at least three (3) references with descriptions and photos of relevant abandoned mine remediation work performed (i.e., installation of bat gates, culvert gates, cupolas, wire nets, etc.). Attend a multiple-day, mandatory pre-bid walkthrough of all 65 mine features, including rough road driving and off-trail hiking (see below). A full list of qualifications and requirements are listed within the attached Public Works Invitation for Bid in Sections III. Bidder Minimum Qualifications, IV. Insurance Requirements, V. Public Works Requirements and Information, and VI. Bid Requirements and Information.
Key Notes about Work:
Due to lack of road access, some of the tasks will likely require helicopter mobilization and demobilization of equipment and materials to complete construction. Some remediation construction will occur underground in abandoned mines (e.g., a short distance inside an adit portal). A full list of work requirements and details can be found in the attached Public Works Invitation for Bid in Section I. Description of Services.
Pre-Bid Walkthrough:
Mandatory Start Date: 1/9/2023 (for 2+ days) Start Time: 7:00AM Walkthrough Start Location: Cima Shell gas station on Cima Road just south of Interstate 15 (see details in attached Invitation for Bid document). Comments: It is anticipated that this pre-bid walkthrough will last at least two full days ¿ all 65 tasks will be visited in the field. Access to the mine sites and features is over uneven, steep terrain that requires a high-clearance, four-wheel drive vehicle and some moderate hiking. A full tank of gas and food and water sufficient for a long day are recommended each day of this pre-bid walkthrough. The meeting location(s) for start of subsequent day(s) will be determined on the bidwalk.
