Customs and Border Protection (CBP) plans to acquire a specialized battery analyzer and reconditioner system from Valesco Battery Support Systems, based in Calgary, Canada. This system is designed to extend the life of thousands of batteries that would otherwise be discarded by performing maintenance and reconditioning tasks. Key features include the capacity to process at least 128 batteries simultaneously across various chemistries such as Ni-Cad, Li-Ion, SLA, SMBUS, and Ni-MH, and to handle a minimum of 4000 mAh Ni-MH batteries. The system encompasses two large floor rack cabinets with side panels and castors, a desktop rack, and vital components such as a Main Control Unit with an LCD touch screen, a bar code reader, controller software, and a thermal label printer. It also supports programmable high-temperature limits and mandated cooling periods to ensure battery safety and longevity. Additionally, the system will log inventory, conduct failure analyses, and retain detailed battery data. CBP intends to procure this unit through a sole-source acquisition under FAR 6.302-1 without issuing a competitive solicitation or request for proposals. This notice serves as an official statement of intent rather than an invitation for bids or offers. The warranty for the system will cover at least one year for parts and repair labor. The procurement is managed by the Department of Homeland Security's Procurement Directorate Contracting Division in Washington, DC, with Richard A Travis designated as the point of contact. The government disclaims responsibility for costs incurred in response to this notice, emphasizing that no award will be made based on unsolicited information.
