Solicitation # N0038327QAA25
Solicitation N0038327QAA25, issued by NAVSUP Weapon Systems Support Philadelphia, is a fixed-price request for quotations for the teardown, evaluation, repair, overhaul, upgrade, testing, and inspection of 12 Signal Processors (NSN 1270-01-564-8181). The primary objective is to return these units to a Ready for Issue condition. The contractor is solely responsible for providing all necessary labor, materials, facilities, and manufacturing aids, including fixtures, jigs, and special tooling, as the Government will not provide these items. Key technical requirements include a prohibition on MIL-W-81381 wire in favor of SAE-AS22759 series wire and mandatory compliance with IPC/EIAJ-STD-001C for personnel performing soldering tasks. The contract mandates a rigorous quality management system conforming to ISO 9001/SAE AS9100 and a calibration system meeting ANSI/NCSL Z540.3 or ISO-10012-1. Specific provisions are established for Beyond Economical Repair (BER) determinations, which occur if repair costs exceed 75 percent of the replacement price, and for Missing on Induction (MOI) components. Award will be made to a single responsible offeror based on the most advantageous combination of price and past performance, with past performance weighted as the more important factor. Deliverables must be packaged and marked according to MIL-STD-2073 and MIL-STD-129, with final inspection and acceptance occurring at the origin.
