Solicitation SPE4A6-27-T-9753, issued by the DLA Weapons Support ASC Commodities Division, is for the procurement of 25 special purpose electrical cable assemblies (NSN 6150-01-506-9685). The contract requires delivery to the DLA Distribution DDSP New Cumberland Facility in Pennsylvania within 11 days after the order. A critical component of the award is the First Article Testing (FAT) requirement, which mandates the delivery of two units to NAVAIRWARCENWPNDIV in China Lake, California, within 120 calendar days of the contract date. Inspection and acceptance are both designated at the point of origin. The procurement is subject to strict export controls under ITAR and EAR, requiring contractors to have approved US/Canada Joint Certification Program certification and specific DLA export-control training. Technical quality is governed by SAE AS9003 or ISO 9001 standards, with specific load and acceptance testing required per 639AS10935. Packaging must adhere to MIL-STD-2073-1E and RP001, while marking must comply with MIL-STD-129. Administratively, the contract utilizes the Wide Area WorkFlow (WAWF) system for all invoicing and payment requests. This solicitation is designated as a total small business set-aside in the metadata, though conflicting notes in the special requirements section suggest otherwise.
