AI Contract Overview

This contract, issued by Navsup Weapon Systems Support Mech under the Department of the Navy, solicits repair services for three units of a specific power supply (NSN 6120-01-485-3310) in accordance with reference number 5D89712G01. The Navy does not possess technical data or data rights for this item, leading the repair acquisition to be a sole source requirement—only companies previously approved by the In-Service Engineering Activity (ISEA) are eligible to perform the repair. Prospective vendors who wish to become approved repair sources must complete a Source Approval Request and undergo a technical review by NAVSEA. No new procurement, remanufactured, or surplus items will be considered; only repairs of existing assets are permitted, and all offers must be supported by robust documentation of repair capability. Government-Source Inspection and Acceptance is mandatory, and quotes must specify the repair facility and packaging CAGE codes if different from the admin award CAGE. The solicitation extends through October 30, 2025, and all quotes should remain valid for eight months from submission. The contract stresses strict compliance with marking, packaging (per MIL-STD-129 and MIL-STD-2073), and mercury-free material standards, given the risk mercury contamination poses to naval assets. Quotes must include detailed repair pricing (firm-fixed or not-to-exceed), turnaround time, throughput constraints, indication of obsolescence, and other relevant data. Only electronic submissions via the designated point of contact are authorized, and all resultant awards require bilateral contractor acceptance before execution. Quality assurance measures demand that contractors maintain inspection records for 365 days post-delivery and adhere to all specified inspection, testing, and documentation practices. The small business set-aside requirement is dissolved due to the sole source nature of the contract.

The most probable causes of contamination are direct-connected manometers, mercury vacuum pumps, mercury seals, or the handling of mercury in the immediate vicinity. Mercury switches, mercury in glass thermometers, standard cells and other items containing mercury may be used if they are located so as not to constitute a contamination hazard. If external contamination by metallic mercury occurs or is suspected, the following test may be used to determine whether contamination by metallic mercury exists or whether corrective cleaning measures have been effective. Enclose the equipment in a polyethylene bag or close-fitting airtight container for eight hours at room temperature (70 degrees F minimum).Sample the trapped air and if mercury vapor concentration is 0.01 mg/cu meter or more, the material is mercury contaminated insofar as the requirements of this contract are concerned. These requirements shall be included in any subcontract or purchase order hereunder and the Contractor shall insure SubContractor compliance with these requirements. Technical questions pertaining to these requirements shall be referred to the Procurement Contracting Officer via the cognizant Administrative Contracting Officer. For background, the following information is provided: Mercury is corrosive to gold, silver, nickel, stainless steels, aluminum and copper alloys. Stainless steels, nickel, and copper alloys are widely used in reactor plants and other submarine/surface ship systems. Accidental trapping of mercury in a component could cause serious damage to vital parts. Mercury is also toxic if inhaled, ingested, or absorbed through the skin. It is evident that grave consequences could result from small amounts of mercury vapor present in an unreplenished submarine/surface ship atmosphere. 4. Solicitation # N0010427RZ058
The Naval Supply Systems Command Weapon Systems Support is conducting market research through Request for Information N0010427RZ058 to identify qualified sources capable of designing, producing, and delivering piece part components or entire assemblies using additive manufacturing methods. The government is specifically interested in vendors who can meet rigorous manufacturing, material, performance, testing, and quality assurance requirements. Interested businesses must provide detailed administrative data, descriptions of their manufacturing capabilities, facility certifications such as ISO 9001 or AS9100, and evidence of past performance with similar military or commercial hardware. Additionally, the government is soliciting industry feedback on the development of objective evaluation criteria and the structuring of performance-based incentives for future Firm-Fixed-Price contracts. All produced components must be fully interchangeable with traditionally manufactured equivalents and strictly adhere to the baselines established in Project Peculiar Document 802-8436658.
