This contract involves the procurement of ten units of a specific power supply component, identified by NSN 7H-6130-014989066, with delivery scheduled to the DLA Distribution Center in New Cumberland, Pennsylvania. The government has indicated that it does not possess the data rights necessary to purchase or repair this part from other sources, deeming it uneconomical to acquire the data or reverse engineer the component. As a result, the contract will be awarded under a sole-source basis, with negotiations conducted directly with the designated supplier, though other responsible sources may express their interest and capability to respond within a specified timeframe. The procurement process emphasizes compliance with military and federal standards, and interested parties can access relevant specifications and documents through the DOD Single Stock Point or ASSIST-Online. The notice specifies that this is a presolicitation action under a Small Business Set-Aside, with responses due by March 31, 2025. The contracting office is the Naval Supply Systems Command Weapon Systems Support in Mechanicsburg, Pennsylvania, and potential vendors or interested parties are encouraged to contact the designated point of contact for further information. The government’s intent is to acquire these supplies without competitive bidding due to the specialized nature of the data rights and the unique sourcing requirements, but it remains open to proposals from responsible sources that can demonstrate their capability to fulfill the requirement.

Upon approval by the Contracting Officer, the vendor will provide a "Warning Plate" stating that metallic mercury is a functional part of the item and will include name and location of that part. The most probable causes of contamination are direct-connected manometers, mercury vacuum pumps, mercury seals, or the handling of mercury in the immediate vicinity. Mercury switches, mercury in glass thermometers, standard cells and other items containing mercury may be used if they are located so as not to constitute a contamination hazard. If external contamination by metallic mercury occurs or is suspected, the following test may be used to determine whether contamination by metallic mercury exists or whether corrective cleaning measures have been effective. Enclose the equipment in a polyethylene bag or close-fitting airtight container for eight hours at room temperature (70 degrees F minimum).Sample the trapped air and if mercury vapor concentration is 0.01 mg/cu meter or more, the material is mercury contaminated insofar as the requirements of this contract are concerned. These requirements shall be included in any subcontract or purchase order hereunder and the Contractor shall insure SubContractor compliance with these requirements. Technical questions pertaining to these requirements shall be referred to the Procurement Contracting Officer via the cognizant Administrative Contracting Officer. For background, the following information is provided: Mercury is corrosive to gold, silver, nickel, stainless steels, aluminum and copper alloys. Stainless steels, nickel, and copper alloys are widely used in reactor plants and other submarine/surface ship systems. Accidental trapping of mercury in a component could cause serious damage to vital parts. Mercury is also toxic if inhaled, ingested, or absorbed through the skin. It is evident that grave consequences could result from small amounts of mercury vapor present in an unreplenished submarine/surface ship atmosphere. 4. Request for Information: Additive Manufacturing
Solicitation # N0010427RZ058
The Naval Supply Systems Command Weapon Systems Support is conducting market research through Request for Information N0010427RZ058 to identify qualified sources capable of designing, producing, and delivering piece part components or entire assemblies using additive manufacturing methods. The government is specifically interested in vendors who can meet rigorous manufacturing, material, performance, testing, and quality assurance requirements. While the current focus is on a candidate list of National Item Identification Numbers for valves, actuators, and manifolds, the government anticipates that Level I and SUBSAFE items may become eligible for additive manufacturing in the future. Interested businesses must provide detailed administrative data, descriptions of their manufacturing capabilities, facility certifications such as ISO 9001 or AS9100, and evidence of past performance with similar military or commercial hardware. Additionally, the government is soliciting industry feedback on the development of objective evaluation criteria and the structuring of performance-based incentives for future Firm-Fixed-Price contracts. All produced components must be fully interchangeable with traditionally manufactured equivalents and strictly adhere to the baselines established in Project Peculiar Document 802-8436658. Responses are due by October 22, 2026.
