The U.S. Army Yuma Proving Ground intends to award a firm fixed price contract to Aerovironment Inc for the purchase of one AV-900 Power System with a Deluxe Acquisition Package. This system will support the U.S. Army Hybrid Electric Vehicle Testing System and includes several options such as a 530 AMPS upgrade, remote emergency stop, direct CAN control, remote operation software, a Smart Guard Distributed Battery Data Acquisition System, a remote operation system computer, and one day of on-site support. This procurement is being conducted on a sole source basis because Aerovironment Inc holds the patent for the system, and it is the only product compatible in form, fit, and function with existing Power Processing Systems used by the Yuma, Cold Regions, and Aberdeen Test Centers. The acquisition falls under Simplified Acquisition Procedures with a NAICS code of 335999. While this is a notice of intent rather than a request for proposals, interested parties capable of meeting the requirements were invited to submit technical literature by March 15, 2007.

Land Mobile Radio Infrastructure Maintenance and Support
Solicitation # PANMCC26P0000057395
The Mission and Installation Contracting Command - Yuma Proving Ground is conducting market research to support the procurement of infrastructure maintenance and support subscription services for the ASTRO 25 Land Mobile Radio (LMR) network at Yuma Proving Ground, Arizona. The government intends to award a Firm-Fixed Price contract on a sole-source basis to Motorola Solutions, Inc. due to the proprietary nature of the P25 digital system and the need for Original Equipment Manufacturer resources to ensure compliance with Department of Defense Instruction 8500 Information Assurance requirements. The scope of work includes 24/7/365 remote technical support, OEM-level diagnostics, advanced repair and return services for proprietary components, and the delivery of System Upgrade Agreement II updates to maintain cybersecurity and network operations. The requirement is classified under NAICS code 811210 for Communication Equipment Repair and Maintenance Services. Key deliverables include quarterly STIG updates, an integrated vulnerability scanning hardware solution with remediation services, and the appointment of a Program Manager and Alternate Manager. Performance standards are based on ISO 9001 and TL 9000, with quality measured against a Performance Requirements Summary. While the government is currently seeking capability statements from the small business community to determine if competition is viable, the current intent remains a sole-source award to the OEM to mitigate risks associated with aging hardware and proprietary software configuration.
