The contract action pertains to the procurement of two units of NSN 7H-6150-016927321-X5, a specialized component identified under the title 61--RCJC SHORT, with delivery directed to DLA Distribution Norfolk, Virginia. The Government has determined that exclusive source procurement is necessary under FAR 6.302-1 due to the proprietary nature of the data required for production or repair, which the Government does not own and cannot legally acquire or develop, and because reverse engineering is uneconomical. While the action is intended for non-competitive negotiation, responsible sources may submit capability statements or proposals within 45 days of the notice, or 30 days if an existing Basic Ordering Agreement applies, with the Government retaining full discretion to proceed without competition based on responses received. Award is contingent upon the offeror, product, or manufacturer meeting all qualification requirements at the time of award, per FAR 52.209-1, and the solicitation will detail the office for qualification inquiries. Market research confirms the Government is not applying FAR Part 12 commercial item acquisition policies, although interested parties may still propose commercial alternatives within 15 days of the notice publication. The procuring activity is the Naval Supply Systems Command Weapon Systems Support, located in Mechanicsburg, Pennsylvania, with Melissa A. Furness serving as the primary point of contact.
