The Naval Surface Warfare Center Crane intends to establish a five year Indefinite Delivery Indefinite Quantity contract with HDL Research Lab, Inc. for the repair of power supplies used in the ALQ-99 tactical jamming system for EA-6B and EA-18G aircraft. This will be a Firm Fixed Price contract conducted on a sole-source basis due to the proprietary nature of the technical data and the prohibitive costs and time associated with reverse engineering the system. The procurement follows the alpha contracting process, with a response deadline of July 22, 2009. While the solicitation is not posted publicly on the web, it is available upon request. This action is categorized under NAICS Code 335999 and FSC Class 61, with the Department of Defense serving as the primary agency.

This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. The Naval Surface Warfare Center Crane intends to enter into an Indefinite Delivery Indefinite Quantity (IDIQ) contract with HDL Research Lab, Inc., 406 W Blue Bell Rd, Brenham, TX. The IDIQ will cover a five year period for repairs to power supplies utilized in the ALQ-99 tactical jamming system on the EA-6B and EA-18G aircraft. This will be a Firm Fixed Price (FFP) contract. Procurements under the IDIQ will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) and implemented by FAR 6.302-1. The basis for restricting competition is the proprietary nature of the technical data for the system resulting in a lack of drawings and specifications, in addition to duplicative costs and time that would be required to reverse engineer the system. This procurement will utilize the alpha contracting process and the solicitation will not be posted to the www, but will be made available to anyone requesting a copy. All changes to the requirement that occur prior to the closing date, 22 July 2009, will be posted to Crane web site, FedBizOpps, and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and/or NECO for any additional amendments that may be issued. For changes made after the closing date, only those offeror's that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. No hard copies of the solicitation will be mailed. The POC is Rhea Earle, Code 0563WS, at telephone +1 (555) 000-0000, or email contact@example.gov. NAICS Code 335999; FSC Class 61.

ENVIRONMENTAL QUALIFICATION TESTING (EQT)
Solicitation # N0016427SNC12
The US Navy, through NSWC Crane, is issuing a Request for Information (RFI) under announcement N00164-27-S-NC12 to identify qualified contractors capable of performing Environmental Qualification Testing (EQT) and electromagnetic compatibility (EMI) testing. The objective is to verify that the Combined All-Domain Command and Control System Afloat (CAC2S Afloat) Data Processing Assembly and Workstation Mount meet naval shipboard survival and operational requirements following a hardware technology refresh. Testing must adhere to several military standards, including MIL-DTL-901E for shipboard shock, MIL-STD-167-1A for vibration, MIL-STD-461G for electromagnetic interference, MIL-STD-810H for environmental engineering, and MIL-STD-1399 for shipboard power interfaces. Interested parties must be registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) to access the full Statement of Work. The government is seeking capabilities and budgetary estimates from commercial firms, non-profits, and academic institutions, with a strong encouragement for small and disadvantaged businesses to respond. Submissions, which may include a white paper of up to five pages and company literature, are due by November 18, 2026. While this RFI is used for market research to determine if the effort should be pursued via sole source or competitive procurement, the government explicitly states that no funding is currently available and this notice does not constitute a formal solicitation or commitment to award a contract.
