The Bureau of Reclamation, Great Plains Region, plans to award a contract to ABB, Inc. for the replacement of the Static Frequency Converter Controller at the Mount Elbert Pumped-Storage Plant near Granite, Colorado. The existing controller, originally installed by ABB in 1992, has reached the end of its service life and is no longer supported by the manufacturer. ABB will provide a compatible programmable controller designed to operate the Static Frequency Converter used to start the two 170,000 horsepower pumps at the facility. The scope of work includes installation, programming, commissioning, documentation, training, and ongoing support for the new controller system. This procurement will be conducted in accordance with Part 15 of the Federal Acquisition Regulation, with an anticipated contract award during Fiscal Year 2014. Reclamation has determined that ABB is the only source capable of supplying and installing the required controller due to their unique experience, manufacturing capabilities, and proprietary software knowledge. However, other vendors who believe they can fully meet the requirements are invited to submit capability statements or proposals in writing by April 1, 2014, for consideration of a possible competitive procurement. A Justification for Other Than Full and Open Competition has been approved and will be published after contract award. Inquiries and submissions are to be directed to the designated Contract Specialist.
