The VISN 9 Network Contracting Activity plans to award a sole source contract to Federal Signal Corporation for the purchase, installation, and programming of a MOD5220 outdoor emergency warning siren at the Mountain Home VA Medical Center campus. This siren will integrate directly with Eastern Tennessee State University's emergency warning system, as the university has granted permission for the VA to connect on the condition that Federal Signal is used. Federal Signal originally installed the existing system at the university and currently holds the maintenance contract, which requires that any modifications to the system must be made by Federal Signal or authorized providers to preserve the warranty. The proprietary nature of the system restricts modifications to ensure warranty compliance, further justifying the sole source award. The contract value is anticipated to fall between $25,000 and $100,000. This action ensures continuity of service and system integrity by leveraging the existing relationship and expertise of Federal Signal Corporation with both Eastern Tennessee State University and the VA Medical Center.
