This solicitation is issued as a Request for Quotation (RFQ), solicitation number VA250-17-Q-0161, in accordance with FAR Parts 12.603 and 13.5. This announcement constitutes the only solicitation; QUOTES ARE BEING REQUESTED and a written solicitation will not be issued. Awards resulting from the (RFQ) will be based on Best Value to the Department of Veterans Affairs giving consideration to: Technical, delivery, and Price. This acquisition is Unrestricted, the North American Industry Classification System (NAICS) code is 339999, and has a size standard of 500 employees. The solicitation incorporates provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-92-1, effective December 19, 2016. The Government intends to award Firm-Fixed Price. The requirement is for Brand Name or Equal. Delivery location is VA Lorain CBOC, 5255 North Abbe Road, Elyria, OH 44035. 1. Contract Title. Panic Alarm System 2. Background. The Department of Veterans Affairs, Cleveland VA needs to purchase a panic alarm system for the Temporary Lorain Clinic Based Outpatient Clinic (CBOC). 3. Scope. Contractor shall furnish and install a Networked Panic Alarm System. This is system is to be a Lynx LYNXS-R1-02 system brand name or equal with 2000 license seats. Contractor shall work with VA police on setting up which computers are to be connected to the new panic alarm system, along with setting up several mass notification messages. Manufacturer shall have previously installed a networked panic alarm system at a VA site in the United States with documented Memorandum of Understanding MOU s on file. As part of the installation, contractor shall furnish and install in the VA Main Campus dispatch station a HDMI Monitor Output device, LYNX-NETM-2 brand name or equal. Contractor shall furnish 8 hours of training to VA staff. Contractor shall provide a 1 year warranty on all material and workmanship items. Panic Alarm server shall be installed in the OIT network system rack located at the Temp Lorain Clinic. All connections to VA equipment from the contractor supplied system shall be performed by the contractor in the presents of VA OIT staff. This system shall be able to be scalable to an enterprise level system. Panic alarm system shall be a supervised system, capable of utilizing the networked solution, wireless panic buttons, wired panic buttons, and integrate with existing hardware. The areas for these network configurations shall be located at the new Temp Lorain Clinic at 5255 Abbe Rd. Sheffield Village, Ohio 44035. All work is to be performed during normal business hours Monday through Friday, 7:00am-3:30pm. Technical and delivery combined is more important than price.
