The Department of Veterans Affairs intends to procure two Stryker Power Pro ambulance cots with accessories under a justification for other than full and open competition. This decision is based on the unique compatibility requirement with existing Stryker power loader systems installed on their emergency vehicles, making Stryker the sole brand capable of meeting the agency’s operational needs. The purchase follows previous procurements of similar equipment, and the use of this specific brand is necessary to avoid duplication of costs and ensure consistent training and maintenance. Although competition is limited due to the brand-specific nature of the equipment, the agency plans to solicit quotes from distributors capable of supplying Stryker products, targeting small businesses through a set-aside process. Market research included contacting distributors and reviewing existing contracts, confirming that the items are not available on the Federal Supply Schedule. The contracting officer has certified the price will be fair and reasonable through distributor competition. Efforts will continue to seek compatible alternatives in the future, but for now, the Stryker Power Pro units remain the only viable option to meet the Department’s operational and logistical requirements.
