The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 6, is set to negotiate a Firm-Fixed Price contract with Technical Communities Inc dba TestMart for the procurement of an Advanced Digitizer Bundle to support the Richmond VAMC radiology department. This single source contract, effective from July 30, 2018, is justified by the uniqueness of the product and the inability to obtain it from other sources without causing unacceptable delays or costs. The Advanced Digitizer Bundle, manufactured by Radcal, is critical for accurately measuring radiation doses and dose-rates produced by radiology equipment, ensuring compliance with federal regulations such as the Mammography Quality Standards Act, and meeting standards set by accrediting bodies and professional societies. The equipment features ion-chambers that detect radiation levels, including scattered radiation, and provide readings via a digitizer displayed on a computer screen. It supports different radiation qualities and energies typically used in diagnostic and interventional radiology, making it essential for optimizing patient imaging and safety. The announcement serves informational purposes only, indicating no solicitation or requests for competitive bids, though interested firms can express interest within three calendar days. The Government emphasizes that the contract will be awarded based on the specialized nature of the product, reinforcing that this is a brand-name-only acquisition to meet the specific technical requirements of the Richmond VAMC.
