The procurement involves a firm fixed-price purchase order for a heart monitor with arterial, venous, hematocrit (HCT), and calibration capabilities, specifically including the BIOCON 700 bladder scanner and a mobile stand. Verathon is identified as the original equipment manufacturer, ensuring the medical facility receives authorized and genuine equipment, in alignment with the VA’s strict policies prohibiting gray market, unauthorized refurbished, or reverse-engineered parts. This contract is conducted under FAR Part 12 and FAR Part 13 procurement regulations, utilizing sole source justification permitted under VA Acquisition Regulation (VAAR) 819.7007(a), given the unique qualifications of the vendor. The notice clarifies that this is not a competitive solicitation or request for offers, though it allows any interested and capable parties to submit a capabilities statement by June 12, 2017, to be considered for potential future competitive processes. This submission must clearly demonstrate the ability to provide the required services, and verbal responses will not be accepted. The sole source award process adheres to the conditions outlined in FAR and VAAR guidelines, emphasizing the urgency of procurement and the strategic selection of an SDVOSB to meet the VA’s specialized needs.
