The Department of Veterans Affairs Network Contracting Office 2 (NCO 2) is announcing its intent to pursue a sole source, non-competitive procurement of surgical implants from Bard. This notice serves only as an informational announcement and is not a solicitation for proposals or quotes. The purpose is to establish a consignment agreement with Bard to ensure a readily available inventory of various types and sizes of surgical implants at the Albany VA Medical Center. These implants are vital for preventing death in cases of unforeseen surgical complications or disease and require a diverse stock to meet unpredictable surgical demands. Bard has been identified as the only responsible source pursuant to Federal Acquisition Regulations (FAR) 13.106, justifying the sole source acquisition approach. This action does not authorize negotiations or the expenditure of funds as none have been allocated for this effort yet. The anticipated procurement falls under the NAICS code 339113 for Surgical Appliance and Supplies Manufacturing, with the associated Product Service Code 6515 for medical and surgical instruments and supplies. The Government's decision to award a non-competitive contract follows legal and regulatory requirements and is communicated here to comply with federal transparency mandates. The place of performance will be the Albany VA Medical Center in New York, and inquiries must be directed in writing to the designated contracting officer, with no oral communications accepted.
