The Department of Veterans Affairs VA Connecticut Health Care System plans to enter into a sole source contract with Comecer SPA under FAR 6.302-1, citing that only this supplier can meet their specific requirements. The procurement involves specialized hot cell equipment, including single cell one door units, lateral transfer doors, motorized internal transfer doors, internal sliding shields, radiation monitors, stainless steel coverings, and professional installation. The basis for a sole source acquisition emphasizes the unique features and superior design of Comecer’s hot cells compared to other manufacturers, including Capintec, highlighting standardization, enhanced internal space, built-in video monitoring, advanced radiation safety measures, comprehensive testing protocols, and compatibility with existing equipment at the Yale PET Center Radiochemistry Laboratory. The justification underscores that no other suppliers offer the combination of design, monitoring capabilities, environmental safety systems, and certification procedures that Comecer provides. This approach aims to maintain operational efficiency, simplify training, and control maintenance costs by continuing with the same manufacturer. This notice is not a solicitation for competitive proposals, although responses received by a specified deadline will be reviewed to determine if competition is necessary. The government retains discretion over whether to proceed without competition based on the input received. All inquiries are to be submitted in writing to a designated VA contact.

Full Description

The Department of Veterans Affairs VA Connecticut Health Care System (VACHCS) intends to negotiate a commercial (FAR Part 12) sole source contract with Comecer SPA under the authority of FAR 6.302-1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2005-26. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition is being prepared in support of this acquisition. Items being procured must be the same as or equal to: Single cell one door 1350mm, ELD lateral transfer door, ITD motorized internal transfer door for MIP dells, Internal sliding shield (250x59mm-glass 200x200mm) Pb30, TDM independent hot cell radiation monitor, Stainless steel covering up to the ceiling, Installation by skilled personnel..RATIONALE FOR SOLE-SOURCE PURCHASE: 1. Standardization: Comecer provides standardized full-sized hot cells and mini-cells, while Capintec has no standardized equipment. 2. Design: Comecer hot cell design is superior in that it allows a better internal space and utility hookups for chemistry modules and instrument setup. It also provides shielded drawing system for withdrawal of finished radioactive product into a shielded container. 3. Features: Comecer minicells include video camera in each hot cell space for monitoring instrument function and chemistry process, while other manufacturers havd no monitoring device. 4. Environmental safety: Comecer hot cells can be fitted with radiation monitors for monitoring of radioactivity inside the hot cells and within the hot cell exhaust system, and has the capability to close air intake and outtake and seal off the entire hot cell in the event of radioactivity discharge in the hot cells. This function can prevent the discharge of radioactivity into the atmosphere, and allow radiation decay within a protected area. This feature enhances the environmental safety of hot cell operation. Hot cells from other manufacturers have no such function. 5. Certification: Comecer furnishes a comprehensive Factory Acceptance Test protocol and an extensive Site Acceptance Test protocol to test and calibrate the functionality of hot cells and accessory equipment and instruments both before delivery, and after installation. Other manufacturers have no equivalent protocols. 6. Compatibility: The Yale PET Center Radiochemistry Laboratory currently has hot cells and accessories from Comecer. Addition of hot cells from the same manufacturer will simplify training, enhance operation efficiency, and lower operation and maintenance costs.THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. All proposals received by 4:00 P.M. eastern Time, Aug 25th, 2009, will be considered by the Government.
